As an alternative to developing an application on the mobile device itself, it may be better to use the web browser built into the mobile device and adapt the central web application or website to handle the mobile device's limitations.

This does mean that Internet access is needed to use the web application or website, but if it is to be used by more than just a known user group this may be the best option.
